This briefing shows how fossil fuel and heavy industry interests used their privileged access, huge financial resources and insider influence to convince EU decision-makers to sacrifice ambitious climate action for 2030. 

It uses information gained from Freedom of Information requests to show just how close Europe’s dirtiest industries are to senior politicians and regulators and what influence this is having on the EU’s official climate change policy.

This new report explores whether, a year before parliamentary elections, the risk of conflicts of interest (still) exists among those MEPs currently serving as elected representatives. The report examines the cases of individual MEPs who risk potential conflicts of interest. The findings suggest that clear risks of potential conflicts of interest remain, despite the introduction of a new ethics code for MEPs in January 2012.

Based on an analysis of the entries of the 50 largest EU-based companies on the European Commission's lobby register, the report confirms that lobbying in Brussels by Europe's 50 largest companies is happening in secret despite attempts to secure transparency. The study points to unrealistic registration details in the Commission register and unfeasibly low budgets for lobbying in Europe when compared to the US, as well as large discrepancies at a sector-specific level.
